A light goods vehicle operator's license, or International Operator's Licence, is required for vans and other light goods vehicles that: 

• Weigh more than 2.5 tonnes and up to 3.5 tonnes 
• This will affect not only vans but also cars towing a trailer over 2.5 tonnes and to 3.5 tonnes.
• Are used to transport goods for hire or reward 
• Are being used to transport goods into, through, or out of the EU 
• Are being used to transport goods into, through, or out of Iceland, Liechtenstein, Norway, or Switzerland 

The license also applies to cars and towing trailers with a gross train weight (GTW) of over 2.5 tonnes and up to 3.5 tonnes.

Businesses that currently do not possess an Operator’s Licence to conduct operations must apply for one. Additionally, Operators who already hold an Operator’s Licence but do not operate Light Goods Vehicles (LGVs) internationally will need to update their Licences to include LGVs as required.

If you need to apply for a standard international operator’s licence you will need:

• A transport manager – this is a person who holds a Transport Manager Certificate of Professional Competence (CPC). You can either employ a transport manager or hire in an external transport manager.
• Financial standing – you’ll need to submit bank statements with your application to show that your business has the appropriate level of financial standing. This currently stands at £1,600 for the first vehicle and then £800 for any additional vehicles.
• Application fee – this is currently £257 and an additional £68 if you wish to apply for an interim licence
